Text strike-through appears to be lower by one pixel compared to older versions

Since 1.13 the text strike-through has been lowered by 1px downward when compared to version 1.12.2 and prior. This is most apparent when using a strike-through with the hyphen or the en/em dashes due to it (previously) creating a seamless hortizontal line.

Is this really intended? In normal text, each text pixel is 4x4 screen pixels on my screen. But the outline is offset by 2 screen pixels, so it isn't even aligned with the pixel grid. The report says 1 pixel but it's really half a pixel. Underline for example conforms to the text grid.
