Wind charge cannot change the state of the trapdoor at the height limit for building

Wind charge cannot change the status of the half top trapdoor at the highest level in the world.

Steps to reproduce:

1. Enter the following command
   — (1./tp @s ~ 320 ~
   — (2./fill ~ 319 ~ ~19 319 ~19 minecraft:acacia_trapdoor[half=top] (main)
   — (3./fill ~ 310 ~ ~19 310 ~19 minecraft:acacia_trapdoor[half=top] (minor, comparative)

2. Use wind charge to launch on two platforms
   — You will find that the main trapdoor platform remains in place
   — And the secondary platform has changed its state
