Minecarts still move when the time is frozen
What I expected to happen was...:
It should have not started moving.
What actually happened was...:
I used the command "/tick freeze" and then entered into the minecart, even though time was frozen, it still started moving (The new experimental minecarts by the way)
Steps to Reproduce:
1. Have experimental minecarts on
2. use "/tick freeze"
3. enter a minecart
4. it can still move

It would be if i hadn't used the command, nothing but the player is supposed to be able to move while time is frozen

We're tracking this issue in MC-266088, so this ticket is being resolved and linked as a duplicate.
That ticket has already been resolved as working as intended, which means this is not considered a bug and won't be fixed. Please do not leave a comment on the linked ticket.
