Hand animation does not play in creative when continuously using minecarts

Steps to reproduce:

1. Build the following setup:

2. Keep using minecarts on the powered rail

Observed result:
The hand animation does not play when continuously using minecarts on the powered rail.

Expected result:
The hand animation plays when continuously using minecarts on the powered rail.
