[MC-276048] Armor Stands cannot be placed on items

Armor Stands cannot be placed on blocks with an item on top of it. To replicate, simply drop an item onto a block and try to place an armor stand on the same block.

In the attached screenshot, you can see how it is possible to place an armor stand on the right block (where an armor stand is present) but not on the block on the left with the item.
