Yes, the armorers are savanna villagers in a savanna biome.

Surely (Shirley), no enchantment would be better than Curse of Binding or Curse of Vanishing.

The non-enchanted armor could be cheaper than the enchanted armor from the non-savanna armorers.

However, this issue is Working as Intended.

The report you have submitted is working as intended as per the 1.20.2 Pre-release 1 changelog, which mentions that savanna villagers will only ever sell armor enchanted with Curse of Binding.
