gamemode adventure mining

having some trouble mine blocks while in gamemode adventure, tried any tool and hand and nothing happens if remember gamemode adventure currently only the right tool work for right job so cant use sword for mine stone for example

Steps to Reproduce:

1. create new world with creative and cheats.
2. place down oak log, stone and wool.
3. give you self some axes or pickaxes.
4. switch to adventure but run it in chat "/gamemode adventure".
5. try to mine oak log with axe.
6. try to mine stone with pickaxe.
7. try to mine wool with hand.

Observed Results:

while in gamemode adventure tools cant mine any blocks.

Expected Results:

while in gamemode adventure tools should mine any blocks with right tool for the job.

Notes:

the only thing was doing before this was testing out can_break with Mace.
