[MC-276414] When clearing the inventory items visually remain in the hotbar and can be partially interacted with

When clearing inventory with a command or in its UI, it should make all the items disappear

However, they will remain only visually since, although the animations can still play, the item cannot be used or be placed on the ground permanently (since it'll disappear instantly)

Steps to Reproduce:
1. Take an interactable object and put it in your inventory or hotbar

2. Clear your inventory with a command or by pressing shift+right/left click

3. Try to use/place an item/block
