The game functions normally after a boat is destroyed by a hazard.
What actually happened was...:
The server (internal/dedicated) crashes when the boat is destroyed by a hazard.

Iām able to reproduce the reported behavior. It has been present in the game since 24w36a.
The server crashes when a boat collides with fire, soul fire, lava, a cactus, or when it is shot with an arrow, a trident, etc. This does not occur when the game rule doEntityDrops
is set to false
.
This issue has probably the same cause as MC-276322, MC-276383 and MC-276400, which will all be resolved in the next snapshot.
