Sitting in a minecart with a tool that has Efficiency 5 and Haste 2, resets the mining speed of the tool and makes Efficiency and haste nullified.

In 1.21.1, this is simply MC-94498.
In 24w36a, I get some weird behavior where the block is broken instantly with no particles. Does this match your observations?
