Players' capes illogically point upward while being boosted from the riptide enchantment

The Bug:

Players' capes illogically point upward while being boosted from the riptide enchantment.

Players' capes should not point upward or outward while being boosted from the riptide enchantment as this is illogical. The capes should instead be closer to players' backs and not angle upward or outward.

Steps to Reproduce:

1. Ensure that you have a cape enabled.

2. Give yourself a trident enchanted with riptide by using the command provided below.

   /give @s minecraft:trident[minecraft:enchantments={levels:{"minecraft:riptide":3}}]

3. Set the weather to "rain" and begin using the trident to zoom forward.

4. Switch to third person and look at the angle of your cape as you're doing this.

Observed Behavior:

Players' capes illogically point upward while being boosted from the riptide enchantment.

Expected Behavior:

Players' capes would not point upward while being boosted from the riptide enchantment.
