Underwater explosions can still destroy vehicles

Despite MC-3697 being fixed, TNT and other explosions that have been triggered underwater can still destroy vehicles such as minecarts and boats. Armor stands are similar entities and are unaffected.

How to reproduce

1. Create an underwater space.

2. Summon a few boats and minecarts.

3. Place a TNT around them and trigger it.

Expected result
The vehicles would remain intact, as the explosion was triggered underwater.

Observed result
The vehicles were destroyed by the explosion.
