[MC-276808] Parrot loot is affected by the Looting enchantment

This is a vanilla parity report,relates to MCPE-185406

In Bedrock Edition, the quantity of parrot loot is unaffected by the Looting enchantment.

Steps to reproduce:

Obtain a diamond sword:
```
/give @s diamond_sword 1
```
Enchant the sword with Looting III:
```
/enchant @s looting 3
```
Spawn a parrot:
```
/summon parrot ~ ~ ~
```
Kill the parrot
Repeat several times

Why is parrot loot being affected by Looting a bug? MCPE-185406 was not resolved as Invalid due to being a parity issue that does not meet the criteria, because parrot loot not being affected by the Looting enchantment does not seem like intended behavior.
