[MC-276905] Cannot open chests while holding a goat horn thats just been used

When using a goat horn and then, before the cooldown ends, you try to open a chest while holding the horn, the chest doesn't open, even though the hand moves.

The game is trying to use the boat horn, but it can't because it is in cooldown. Does crouching open the chest?

No, crouching doesn't open it.

But I tested a little more and it turns out its an issue with Spigot servers, not Minecraft itself.
