Pale moss and pale moss carpets cannot be broken faster using hoes

The Bug:

Pale moss and pale moss carpets cannot be broken faster using hoes.

Regular moss can be broken faster using hoes, so the same behavior would be expected for pale moss.

Steps to Reproduce:

1. Place down several blocks pale moss and obtain a hoe.

2. Destroy some pale moss using your hand and take note of how fast it's destroyed.

3. Destroy some pale moss using your hoe and take note of how fast it's destroyed.

Observed Behavior:

Pale moss and pale moss carpets cannot be broken faster using hoes.

Expected Behavior:

Pale moss and pale moss carpets would be broken faster using hoes.
