As described in https://www.minecraft.net/en-us/article/minecraft-snapshot-24w40a , the /rotate command uses the same syntax as the teleport command:
> Note: parameters have the same meaning as in the teleport command.
However, while the teleport command's initial argument is not limited, the /rotate command's first argument is limited to 1 entity

/tp @a ~ ~ ~ ~50 ~
Note that it works without a limit
Type the command
/rotate @a ~50 ~
and
/rotate @a[limit=1] ~50 ~

Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
