Creakings cannot be angered onto a player without them first looking at the Creaking, this is due to the fact they are only activated when a player first looks at them.
Steps to Reproduce:
Spawn or find a Creaking
Don't activate the Creaking (don't look at it)
Enter F5 mode and approach the Creaking from behind
Expected Result: The Creaking, being a hostile mob, would attack the player on sight.
Observed Result: The Creaking doesn't acknowledge the existence of the player.

Are you sure this isn't because it's at the edge of the 32-block radius around its linked creaking heart, which is intended behaviour?
The Creaking shown in the image has it's heart pretty close by, this is also the same Creaking I used to test MC-277249 and it ran after me just fine once both bugs (the one here and Mc-277249) subsided.
