Pale moss carpet is often immediately destroyed when placed using the "/fill" command

The Bug:

Pale moss carpet is often immediately destroyed when placed using the "/fill" command.

Steps to Reproduce:

1. Summon some blocks and some pale moss carpet above them by using the commands provided below.

   /fill ~1 ~ ~1 ~9 ~ ~9 minecraft:stone

   /fill ~1 ~1 ~1 ~9 ~1 ~9 minecraft:pale_moss_carpet

2. Observe if all the pale moss carpet was successfully placed.

Observed Behavior:

Pale moss carpet is often immediately destroyed.

Expected Behavior:

Pale moss carpet would not be immediately destroyed.
