Pale hanging moss is often immediately destroyed when placed using the "/fill" command

The Bug:

Pale hanging moss is often immediately destroyed when placed using the "/fill" command.

Steps to Reproduce:

1. Summon a singular block in the air by using the command provided below.

   /setblock ~1 ~10 ~1 minecraft:stone

2. Summon some pale hanging moss that's attached to the stone block by using the command provided below.

   /fill ~1 ~9 ~1 ~1 ~1 ~1 minecraft:pale_hanging_moss

3. Observe if all the pale hanging moss was successfully placed.

Observed Behavior:

Pale hanging moss is often immediately destroyed.

Expected Behavior:

Pale hanging moss would not be immediately destroyed.
