[MC-278576] Breeze can ring bells when mobGriefing is false

Breezes can still ring bells when mobGriefing is false, unlike candles and redstone components, which are fixed in MC-270849 and MC-270974.

It could somewhat be a Work As Intended, since the blockstates of bells are not changed when rung by a Wind Charge from Breezes.
