Eyeblossoms within Pale Gardens don't generate if world is upgraded to 1.21.4 Release Candidate 1

Multiple pale gardens in a world generated pre-1.21.4 do not have a single eye blossom that naturally generate
This is just a small example of one of the pale gardens I've discovered but as shown they don't contain a single eye blossom without using bone meal.
