Client/server desync when placing powder snow while landing in it

The Bug

When placing a powder snow bucket in the same spot as you fall in (from at least 3 blocks), the powder snow block will disappear as soon as it is placed. However, right-clicking with the bucket in the world, clicking on the bucket in the inventory, or rejoining the world will return the powder snow bucket.

This issue also occurs in Creative mode and did not occur in 1.21.3.

Steps to Reproduce

See the video attached.

1. Give yourself a bucket of powder snow and go into Survival mode (for easier reproducibility).

2. Teleport five blocks into the air, while holding the powder snow bucket:

   /tp @s ~ ~5 ~

3. As soon as you hit the ground, quickly right-click with the bucket. If done correctly, it should disappear immediately after placing.

Observed Results

The powder snow block disappears when placing it while landing in its block space.

Expected Results

As in 1.21.3, you couldn't place the powder snow while falling into it, or the block wouldn't disappear.
