Inconsistent behavior with wind charge launchers between survival and creative

Wind charge launchers will propel the player a varied distance depending on their current gamemode. In survival, this number is roughly 165. In creative, it can reach upwards of 265.
In previous versions (1.21.3), the launched height for survival mode was as high as creative (roughly around 160-170 blocks)

Steps to Reproduce:

  1. Recreate the following setup:

    (Bottom dispenser faces up, and replace the red glass with dispensers facing the composter)

  2. Fill each dispenser with wind charges

  3. Open the F3 menu, keeping an eye on your y-level

  4. Step into the launcher in creative
    → Observe result

  5. Step inside the launcher in survival
    → Observe result

Depending on your gamemode, you will be launched different distances into the air.

As far as I have tested, the launch height is different each time I use the launcher, regardless if I am in creative or survival. Maybe this has something to do with the exact manner (location and speed) with which I entered the launcher. Also, in survival you receive damage from the wind charges which might play a part.
