[MC-278825] /Setblock will remove container data but fail.

The Setblock (and Fill) command will remove container data but report as failed.

This is inconsistent from other data that will only be changed with specification and when a block / block state is changed.

To Confirm:

Place an unlit furnace facing north.

Put item into top slot of furnace.

Preform command.

/setblock ~ ~-1 ~ minecraft:furnace

Notice chat says "Could not set the block"

Notice the item is removed from the furnace.
