When a pillager does not hold any items, it may pick up a banner which is not ominous banner.
Steps to Reproduce:
Summon a pillager.
Use command
/item
to clear the crossbow it holds, or let it shoot until the durability runs out if you got the patience.Throw any banner to the pillager.
Expected result: The pillager would not pick up the banners which are not ominous banners.
Observed result: The pillager would pick up any banners.
Plus: Items other than weapons in the general sense and banners are not accepted. So this should be unexpected.

If they are empty-handed and have the ability to pick up objects, they will use any object as a weapon. This isn't unique to banners, nor is it a bug.
I have said that not every item can be accepted. Only weapons like crossbows and banners do. So this should be unexpected behavior.

What's the source for this? Otherwise I'm inclined to agree that it's not a bug

You can use the same way to test for each item. All banners and crossbow can be accepted, while other normal items like grass block, bedrock don't.
Weapons like swords, axes and bows won't be picked up, too. In this case, banners take a very strange role in this behavior. I still believe that this is unexpected.
Those which can pick up items, and are empty handed will pick up any item to weild as weapon. This is not specific to banners,and not a bug. If it would put it on its head it would've been a different story.
