[MC-279239] The motion of primed TNT is choppy and jittery

The Bug:

The motion of primed TNT is choppy and jittery.

Steps to Reproduce:

Place down a TNT block high above the ground.
Ignite it and watch it closely as it falls.

Observed Behavior:

The motion of primed TNT is choppy and jittery.

Expected Behavior:

The motion of primed TNT would not be choppy and jittery.

This appears to only happen if the TNT isn't sitting on a block when ignited. Ex. Having a block of TNT on a block in the air, igniting it, and breaking the block shows expected behavior, but having a floating block of TNT and igniting it shows the jittery behavior.
