Feeding torchflower seeds to sniffers doesn't heal the sniffers

Unlike Bedrock Edition, feeding torchflower seeds to a sniffer that has less than full health will not heal it.

Steps to Reproduce:

1. Spawn a sniffer

2. Attack it until its hp is 1

3. Feed torchflower seeds to it

4. Attack it again with low damage

Observed Results:
The sniffer was killed, meaning that feeding didn't heal it.

Expected Results:
Sniffers should be healed, so it will not be killed.
