You can't use Ctrl Q while holding an item in your cursor. This applies to many inventories, even the crafting table, where Ctrl Q support was recently added.

This is very interesting. I observe the following behavior:
Launch Minecraft
Load into a world where you are in creative mode
Go into your inventory and pick up an item with your cursor
Hover over another item
Press Q (or ctrl+Q)
✔ The items in the slot below the cursor (not the items held by the cursor) are dropped
Put your held items into an inventory slot and close your inventory
Interact with a crafting table
Once again, pick up an item, hover over another item and press Q
✔ The items underneath are still dropped
Put your held items into an inventory slot
Place something in the crafting grid- it doesn't have to be a crafting ingredient
One more time, pick up an item, hover over another item and press Q
❌ No items are dropped, and they will not drop again until you relaunch the game
If you load into a world in survival mode, the bug occurs immediately, but fixes itself if you then go into creative mode, until you interact with a crafting table (you don't even need to place something in an input slot in this case).
