Unlike Short Grass, Ferns, and other similar blocks, Bushes and Firefly Bushes drop themselves when mined. Silk Touch and Shears are not required.

Is this by design for both types of bush? I can understand the firefly one but shouldn't the regular bush drop seeds like all other similar types of foliage? (Ferns and Grass)
