Cats occasionally lose their ability to be scared whilst being tempted

When tempting a cat with a fish, it will flip between being scared when you rotate / move quickly, and being entirely impossible to scare

What I expected to happen was...:
Untamed cats should always be scared when you run / rotate quickly nearby

What actually happened was...:
Occasionally, the cat will be entirely impossible to scare

Steps to Reproduce:
1. Crouch and tempt a cat with a raw cod and wait for 20s without taming / scaring it.
2. Run around the cat and attempt to scare it
3. There will be a roughly 50% chance the cat will not be able to be scared

Reason:
There is a roughly 1/500 chance per tick that the cat's selected player is removed, which will skip the regular panic checks for moving / rotating quickly.
There is also a roughly 1/600 chance per tick that the selected player will be re-added, so it will never be able to be consistently reproduced

After consideration, the issue is being closed as Won't Fix.

Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
