Since 23w07a, cat tempting is nearly impossible without sneaking.
What I expected to happen was...:
When walking (and not sneaking) towards a cat while holding a raw fish, the cat will occasionally be tempted and move towards the player
What actually happened was...:
The cat will almost never choose its tempt goal, always prioritising the avoid player goal.
Steps to Reproduce:
1. Try walk towards (do not sneak) and tempt a cat in 23w06a or sooner and observe how easily the cat is tempted
2. Try the same steps in 23w07a or later
Reason:
When adding a panic goal to the cat so that it runs to water when in fire, the goal priorities were shifted down one for sitting, relaxing, and tempting with fish. However, the other goals (such as avoiding players) did not have their priorities shifted.
This put the cat tempt goal at the same priority as the avoid player goal, which causes cat tempting to never take priority, and the cat will always scare if you aren't sneaking.

I can confirm that cat taming is annoying and difficult, but can’t confirm the details of this report. In particular, sneaking does not seem to affect how the cat treats me, rather, ability to fleet to a further distance and line of sight to the player are the deciding factors.
