[MC-279952] Touching a portal while in spectator mode causes the player to teleport when they leave spectator mode

When the player touches a portal (nether or end) while in spectator mode, they (usually) teleport upon leaving spectator mode. This is a regression of MC-276843 and first appeared in 24w45a.
