A few blocks shift up by one

The issue I am running into is that a few blocks are shifting up by one. To be more specific, on one (x,z) coordinate pair in particular, a few blocks - I think 4 or 5 - shift up by one block (ofc in the y direction). In the image attached, you can see the very obvious misplacement of fenceposts and wool blocks which. This has happened now a few times. I would notice the odd arrangement of blocks and replace them as needed, only for it to happen again some random amount of time later. I'm not 100% sure on the particulars, but I think that the block at the bottom which moves up is just replaced by an air (empty) block when this happens.

This bug of course isn't critical to gameplay and doesn't have any serious effects, but it is a little pesky as one might imagine. Any help or input is greatly appreciated.
