In my Java 1.21.4/vanilla game, after not sleeping for more than three days, phantoms spawn but do not attack. I noticed this one day ago after trying to work my phantom membrane farm. They appeared and dived toward me but turned away every time. I stayed up for several days and nights to test this. Every time they got closer but always turned away. I had up to 5-6 hovering over but not attacking.

And an other question: do you have any datapacks enabled in you world? You can check that with '/datapack list' command.
I forgot to mention this is a realm. But - there are no datapacks installed (/datapack list returns nothing). I have NO pet cats. I have recorded the issue but had to trim it to keep it under the 10mb size limit.
I have NO pet cats.
@unknown: Phantoms are also repelled by stray cats. Could there be some in the village that your player character is in?
While there may be stray cats, this has happened consistently several nights in a row. Plus, I am on a roof top. I would not think that they would be close enough to cause the phantoms to turn away. I am next to a phantom farm on a building roof, and it was working nicely prior to the past day with no changes in structure, behavior, or gameplay. Thank you for asking. 🙂
