As the title suggests, cactus flowers do not make sounds when placed or broken. They don't even have subtitles for this.
I had to install the new snapshot by using "Replace Minecraft.jar" on a 25w05a Prism Launcher instance. This could be a factor if cactus flowers have new sounds for some reason as I assume they would have just reused the grass sounds.
Cannot reproduce.
