Cartography table draws map colors over map icons, hiding them

The map icons (for example for villages, trial chambers, etc.) seem to be drawn under the explored map colors if viewed in the cartography table, hiding them.

This is likely related to MC-147260, though that report is about map icons not showing up at all in the cartography table, which is not the case (anymore).
