Options revert upon changing version

To reproduce:

Launch the game in Creative Mode in 1.21.4

Make sure that the “Operator Items Tab” is “On”

Close the game.

Relaunch the game in 1.16 or another version without this option.

Close the game.

Relaunch the game in 1.21.4

Observe the following: The operator items tab has vanished from the creative inventory, and the setting is reverted.

What I expected: The operator items tab should persist.
