You can let sand float with a Lilipad
How to reproduce:
1 place a Lili pad in 1 block deep water.
2 place sand on the lili pad
3 place a block under the Lili pad
4 the sand keeps floating!

i know but if you place a block in the water block the lili is on and remove the block the sand stays floating! thats the bug
Can reproduce in version 1.6.2.
I tried it on a bukkit server and in single player vanilla
