[MC-19886] Plants don't cause an update when the block beneath is broken/light level changed

If you are to place a sapling on dirt then a carpet block on top and destroy the dirt NOT the sapling (dirt under sapling), the carpet will float. This doesn't work with any other block that gets destroyed when below block is destroyed. ONLY PLANTS WILL WIELD THIS EFFECT (except cactus)! Nothing else works.

Works with all blocks which drop if the underlying block is destroyed and as long as no block update besides the carpet happens.

I've gone and tested more stuff and it appears only plants do this to the carpet, except cactus. Nothing else will wield this same effect.

It also works if the bottom carpet is destroyed by liquid but if the liquid is removed from where the bottom carpet was, the carpets will fall

This issue or the issue MC-37924 should be reopened, as placing Sand on top of a Sunflower, then breaking the sunflower still exists in 16w20a.

This issue is still fixed in 16w20a. That other issue was incorrectly resolved as a duplicate of this one, but the issue it truly duplicates is still a problem in 16w20a.
