[MC-29328] Items on cobweb behave as if it's a solid block

If you drop an item on cobweb, it doesn't fall through it. Instead it behaves as if it's a solid block and just sits there.

Just tried it again on both singleplayer and the affected server and it worked in both places. Must have been lag before. Sorry for the trouble!
