The Bug:
The "minecraft:generic.follow_range" attribute doesn't affect withers' shoulder heads.
Steps to Reproduce:
Summon a wither that has its "minecraft:generic.follow_range" attribute set to a value of "0" by using the command provided below.
/summon minecraft:wither ~ ~ ~ {attributes:[{id:"minecraft:generic.follow_range",base:0.0}]}
Watch the wither's shoulder heads closely and pay attention if they notice you.
Take note as to whether or not the "minecraft:generic.follow_range" attribute affects withers' shoulder heads.
Observed Behavior:
Withers' shoulder heads are still able to "follow" you regardless of the "minecraft:generic.follow_range" attribute value.
Expected Behavior:
The "minecraft:generic.follow_range" attribute would affect withers' shoulder heads.

when a mob targets you, he keeps looking at you.
but when you get close to a mob(even through blocks) he will look at you but not see you (which is a pure cosmetic feature)
and i'm not talking about the second feature, i'm talking about the 1st one.
when generic.followRange=0 the mob shouldn't be able to attack or retaliate, it should roam around aimlessly. in the case of the wither this is not true. the wither himself does not follow you when generic.followRange=0, but his secondary skulls (on his shoulders) look at you and shoot at you, even though they shouldn't be since generic.followRange=0, that means that the wither cannot see you but is shooting at you.
Is this still a concern in the current Minecraft version 1.7.2 / Launcher version 1.3.4 or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

I'm not exactly sure the skulls are "following you", as a mob would. They are shot in a specific direction and just continue (they have no AI).
