The Bug:
Withers' shoulder heads retain their facing directions when their target entity flees.
Steps to Reproduce:
Ensure that no entities other than yourself are present nearby.
Give yourself resistance so that the wither doesn't kill you by using the command provided below.
/effect give @p minecraft:resistance 1000 10 true
Switch into survival mode and summon a wither.
Once the wither starts attacking you, teleport two hundred blocks upward by using the command provided below.
/tp @s ~ ~200 ~
While falling down through the air, switch into creative mode.
Locate the wither that was just previously attacking you and observe the facing direction of its shoulder heads.
Take note as to whether or not withers' shoulder heads retain their facing directions when their target entity flees.
Observed Behavior:
Withers' shoulder heads retain their facing directions.
Expected Behavior:
Withers' shoulder heads would not retain their facing directions.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.
