Item Frames on Floor/Ceiling always have orient items wrong

When placing a item frame on the floor (or top half slab) and placing an item in the frame, the item is always oriented as if “up” is north, regardless of what direction the player is standing when placing the item frame. I am pretty sure the problem is that regardless of what direction the player is standing when they place an item frame on the floor, it always places it with “up” as north.
