I broke some birch leaves and was covered in solid black potion effect particles? the swirly things. I tried breaking another leaf block and it happened again, i tried breaking a dirt block and it didnt happen. so, so far its just birch leaves doing this. I’m in a completely vanilla world and this issue just started happening with the new update 1.21.5

Are you using any data packs? If so, does disabling them fix the issue?

Same thing happening to me, but only on two older survival worlds. Doesn’t happen in creative worlds or two survival worlds created relatively recently. No mods installed, and I’ve removed the VanillaTweaks resource pack. Although I can still see it under “Advancements” but it’s not showing on the resource pack screen.
Problem resolved, issue is with Vanilla Tweaks Fast Leaves datapack. Removed datapack from world save file datapacks folder.
You need to disable all and any data packs, you've already stated that the issue still happens with all resource packs disabled.

Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.
Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
A world which had previously been opened with a modified client might be corrupted. Please try reproducing the issue in a newly generated world.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers like Hypixel, please contact them first as they run modified server software.
