Hovering the mouse cursor over an item with a tooltip, or text with a hover event, whilst highlighting text makes the border appear brighter. See screenshots.
Ways to reproduce:
Put an item into an anvil and highlight its name whilst hovering the mouse cursor over the item.
Running a command such as
/tellraw @s {text:"Hover Me",hover_event:{action:"show_text",value:"Hello World"}}
and then hovering it whilst highlighting a typed message in chat.

@DorkOrc It appears that you are using an outdated graphics driver. The latest graphics driver available for your device β AMD Ryzenβ’ 5 4500U β is version 31.0.21921.1000 (2024-08-19), but you are on version 27.20.11032.1001 (2020-08-28).
Please try installing the latest graphics driver and see if that resolves the issue. The manufacturer of your device provides a download at the following page: https://www.amd.com/en/support/downloads/drivers.html/processors/ryzen/ryzen-4000-series/amd-ryzen-5-4500u.html
