[MC-296663] Withers attack happy ghasts and ghastlings despite ignoring ghasts

Steps to reproduce:
1. Spawn a Wither
2. Spawn a Happy Ghast.
3. Observe the Wither kill the Happy Ghast.

Expected result:
The Wither should ignore the Happy Ghast like how it ignores Ghasts.

Actual result:
WIthers immediately attack and kill the Happy Ghast.
