When obtaining instant damage 5 arrows with commands and using them with a power bow when fully charged, the instant damage damage is overwritten despite being higher

Potion effect arrows are not effected by enchantments. However the damage from arrows still happens. So lets say you got a damage 2 arrow, first the arrow velocity damage is calculated followed by the resistance of the armor value of the target (aka any mob/player with armor) then adds the damage for the damage 2 which bypasses armor as all damage potions do.
