The Bug:
The rotation of happy ghasts is desynced for some clients when players ride happy ghasts that are attached to leads.

Steps to Reproduce:
Get two players and label them "Player A" and "Player B".
Get “Player A” to ride a happy ghast.
Get “Player B” to leash the happy ghast and attach it to a fence.
Have “Player A” remain completely still and have “Player B” watch them from a distance.
Observed Behavior:
The happy ghast occasionally adjusts its rotation for players who aren’t riding it. For the player who is riding the happy ghast, no problem occurs.
Expected Behavior:
The rotation of happy ghasts would be correctly synced across clients.
