When any boat/bamboo raft is leashed to a Happy Ghast, only entities can ride it, and if a player tries to enter the boat, it will fall to the ground.
Steps to reproduce:
Launch Minecraft 25w16a and join a world
Spawn a Happy Ghast. Harness is not required.
Attach a lead from a boat/raft to the Happy Ghast.
Enter the boat/raft.
