When you attach a lead to a boat and then attach it to a happy ghast, the boat just falls and breaks if you attempt to ride in it. The lead does not allow you to ride in the boat to fly with the happy ghast.
Note that other mobs can ride in the boat and the lead will not break. This only applies to when players ride the boat attached to the happy ghast.
Additional information, as pointed out by @Sboy in the comments:
This happens with any controllable mounts. You can see this by leashing a saddled pig to a happy ghast and riding the pig. If you don’t hold a carrot on a stick, it’ll work fine. If you do hold a carrot on a stick, the pig will fall down. It’s caused by the game prioritizing the player’s control of the mount over the happy ghast that it’s leashed to, which can be fixed by making it the other way around.

Needs to be fixed. I have drop troopers who need training to drop into battle from the Happy Ghast via a boat.
This historically also applied to leashed controllable mobs held by one player and ridden by another, namely boats and horses (likely others). There’s likely a bug report for that behavior already
MC-272566I suspect there are more, as reeling in a boat with a fishing rod has the same “if player controlling” then act like a stone type of behavior.
